    MAJOR DUTIES AND RESPONSIBILITIES: Develop and administer the Risk Management program for the City of Columbus, Georgia. Plan, direct and coordinate vehicle, and general liability risk management program, cyber security, property insurance claims, and loss control. Manage workers' compensation program using TPA. Develop and negotiate the purchase of commercial insurance policies; monitor the effectiveness of these policies. Direct and conduct accident investigations, training activities and safety inspections. Review accidents, injuries, and operating procedures/practices to identify accident/injury trends and develop approaches (policies, procedures, work rules, training, etc.) to reduce exposure, incidents and claim costs. Conduct on-site investigations of accidents involving City personnel, property and/or equipment. Responsible for developing and maintaining Risk Management accident investigation group to investigate city-owned equipment and personal property damages. Assists with the renewal applications and audit processes for all property, liability, and worker’s compensation insurance coverage. Monitor, advise, and make recommendations to legal counsel on litigation matters. Represent the City in handling claims and litigation in judicial and quasi-judicial settings; negotiate claim settlements. Analyze and review relevant reports, medical records, and legal documentation acquiring applicable claim information; determines action to be taken based on claim information. Develop documents for insurance and identification provisions in City contracts; negotiate insurance and indemnity terms with contractors, attorneys, and brokers. Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements. Participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary. Research, prepare and present a variety of reports for City Council and Administration. Prepare reports regarding cost saving and spending on various risk management programs, including worker's compensation, general liability, property, etc. Prepare a wide variety of memos, reports and correspondence regarding Risk Management activities and operations.

Train and educate employees around safety and worker's compensation. Routinely evaluates safety management practices and participates in related professional organizations to stay abreast of safety program developments. Carries out a continuous effort to improve operations, work processes and customer-driven service. Performs other related duties as assigned.

    KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of current federal, state, and local laws and regulations pertaining to risk management, safety, OSHA, loss control and workers’ compensation principles. Knowledge of principles and practices of risk identification/reduction, loss control, asset protection, employee safety and workers’ compensation programs. Ability to conduct research, collect and analyze data; prepare written and oral reports. Ability to communicate, interact and work effectively and cooperatively with others. Ability to manage and coordinate the work of professional and technical personnel, select, supervise, discipline, train and evaluate staff. Skill in interpersonal relations. Skill in using computers and various software programs. Skill in designing, analyzing, and implementing policies, procedures, and programs. Skill in oral and written communication.

    MINIMUM EDUCATIONAL AND TRAINING REQUIREMENTS: Bachelor’s Degree in Business Management, Risk Management or a related field is required; Juris Doctor degree strongly encouraged. Three (3) to five (5) years of responsible experience in general liability claims and workers' compensation. Understand the basic principles relevant to the major duties of the position, and the ability to perform the essential job functions and provide the required knowledge. PHYSICAL REQUIREMENTS: The work is typically performed while sitting or standing with intermittent bending, crouching, or stooping. The employee may occasionally lift and move heavy objects.
